Leadership

Les Fisher is proud to serve as the Chair, Managing Director, and Chief of the Emergency Health Services Provincial Health Corporation (EHS PHC), where he provides strategic leadership to Emergency Health Services–Alberta and oversees the delivery of high-quality, responsive emergency health services across the province. Les brings extensive experience in emergency health care leadership, operational excellence, and provincial system coordination. He served 23 years as a frontline paramedic and has held a wide range of leadership roles in British Columbia, STARS, and AHS EMS. Throughout his career, he has been recognized for driving modernization, improving clinical and operational performance, and fostering a culture of accountability and innovation within emergency health services. Under Les’ leadership, the EHS PHC continues to strengthen governance, enhance system integration, and advance a proactive, evidence-informed approach to emergency care. He is committed to supporting frontline paramedics, dispatch teams, and clinical staff through improved processes, clear communication, and continuous service refinement.

Les maintains strong partnerships with government, community stakeholders, and health system leaders, ensuring alignment with provincial priorities and a shared commitment to high-quality care for Albertans. His leadership philosophy centres on relationships, transparency, and building resilient systems that can adapt to the evolving needs of communities across Alberta.

Driven by a mission to support paramedics to provide exceptional emergency care, Les continues to champion improvements that elevate patient outcomes, enhance staff experience, and reinforce public trust in the province’s emergency health system.

Emergency Health Services-Alberta is now a Provincial Health Corporation that will manage all aspects of the current EMS system, including overseeing and delivering air and ground ambulance services, interfacility transfers and dispatch operations, including Emergency Health Services-Alberta services delivered by contracted providers. Emergency Health Services-Alberta will be accountable for driving system improvements and meeting performance targets, concentrating on workforce sustainability and mental well-being for both staff and patients.




Our work takes place on historical and contemporary Indigenous lands, including the territories of Treaty 6, Treaty 7 & Treaty 8 and the homeland of the Métis Nation of Alberta and 8 Métis Settlements. We also acknowledge the many Indigenous communities that have been forged in urban centres across Alberta.
